A Navi Mumbai-based electronics manufacturing company, ISO 9001-2015 certified, operating out of TTC MIDC, Turbhe. With a workforce of 50 employees across production, quality, stores, accounts, and security functions, the company required a complete HR compliance and policy infrastructure built from the ground up.
The Situation
The company had no documented HR policy framework in place. Statutory obligations under the Factories Act 1948, the Payment of Bonus Act 1965, the Payment of Gratuity Act 1972, the Employees’ Provident Funds Act 1952, the ESIC Act 1948, and the Minimum Wages Act 1948 were either unaddressed or inconsistently applied across the workforce.
The management brought in Mintskill with a specific and wide-ranging brief — covering salary restructuring, statutory compliance, leave administration, disciplinary processes, employee recognition, performance management, and full policy documentation. The engagement also surfaced a material compliance gap: a critical statutory insurance requirement had not been met despite a group accident policy being in place.
What Mintskill Did
Mintskill was engaged as the end-to-end HR advisory partner for the full build. The scope covered five core workstreams:
1. Salary Structuring
Designed a statutory-compliant salary structure for all 50 employees. Basic Salary was set at 50% of Monthly CTC in compliance with the Code on Wages 2019. The circular dependency between Basic, Employer PF, Gratuity, and Bonus Provision was resolved algebraically. All deductions — Employee PF, Professional Tax (with female employee exemptions), and ESIC — were applied at the correct thresholds. Employer contributions — PF, ESIC, Gratuity, and Monthly Bonus Provision — were built into the CTC using complete formulas.
2. Minimum Wage Compliance
Benchmarked all 50 salaries against the Maharashtra Minimum Wage for Skilled workers in Zone I (Rs. 15,246/month, effective July 2025). We identified 12 employees below the statutory threshold and flagged them for immediate wage adjustments to eliminate regulatory risk.
3. Statutory Compliance Framework
Prepared a comprehensive labour law compliance checklist covering all applicable Central and Maharashtra statutes. During this analysis, we identified a critical gap in Workmen’s Compensation Insurance coverage — the existing Group Personal Accident policy was confirmed as legally insufficient to discharge the employer’s liability under the Employees’ Compensation Act 1923.
4. Policy Manual & Leave Administration
Developed a complete HR Policy Manual covering 47 policies across all practice areas, including Leave, Overtime, Late Coming, Public Holidays, Statutory Bonus, Gratuity, Provident Fund, Disciplinary Procedures, Absconding, POSH, and Employee Recognition. Designed the leave eligibility structure under the Factories Act, sandwich leave policies, LOP calculation SOP, and a late coming action matrix with progressive discipline linked to appraisals.
5. Documentation, Disciplinary, & Recognition Framework
Drafted key employment agreements including the Appointment Letter (20 clauses, with integrated NDA), Offer Letter, and Salary Breakup Annexure. Set up warnings templates and separation processes including an Absconding Process SOP with a two-notice approach.
Designed a structured two-tier recognition framework: a **Quarterly Star Performer Award** (2 employees, Rs. 1,500 gift voucher) and an **Annual Excellence Award** (3 employees, Rs. 5,000 gift voucher), with defined nomination scoring parameters. Finally, prepared employee briefing notes with formulas and worked examples for Statutory Bonus, Gratuity, Leave Encashment, and Overtime to simplify policies for the workforce.
